Dear Friend,
Nineteen forty eight initiated a series of world events that would change life experiences for many throughout the world. A group of American children born during these years were influenced by these events and exposed to unlawful procedures that impacted their lives.
The “events,” led by the Office of Strategic Services (OSS), soon to become the Central Intelligence Agency (CIA), began to construct “tests” which would be performed on thousands of unwitting Americans all across this country; from Yale University to UCLA in California. Some of these “unwitting” citizens were American children.
These tests were constructed, in part, to try to find out what the communists “knew” about the human mind and body. They were competitive and created from fear, the “red” scare. Hoover‘s exaggerated stance against communism and McCarthyism attempted to create polarization and marginalize groups of socially conscious activists, from mainstream America.
These tests were intended to be done without the informed consent of the human subject.
The intelligence branch believed that the Russians and the Koreans could operate “brain washing” techniques on Americans, especially prisoners. They wanted to know how it was done. Richard Condon’s book The Manchurian Candidate, explains these techniques.
In these projects, many of them headed by CIA psychiatrist, Sidney Gottlieb, children were used as test subjects. These were the Project MKUltra tests of the CIA, 1948 - 1978 (and possibly later). They were also known as Project Bluebird, Artichoke, Pandora and other names. The CIA’s Search for the Manchurian Candidate by John Marks details these programs.
Psychiatrist Sidney Gottlieb worked with psychiatrist Ewen Cameron at McGill University in Canada on constructing these “projects” on unwitting Americans and children. Cameron had interviewed the Nazi scientists, prior to the Nuremberg Trials, and was party to their notes on similar tests, performed on Jewish concentration camp inmates.
These experiments were later adjudicated at the Nuremberg Trials and were determined to be crimes against humanity. Cameron used the Nazi tests as his model. The CIA funded Cameron, Gottlieb, Orne, Louis Joelyn West and other doctors to construct, find test subjects and carry out these tests.
They contracted with some of America’s prestigious universities, such as Harvard, UCLA, Tulane and others, including medical facilities, to perform these tests in secret, away from the open light of day. The Fund for Human Ecology (HE) was created in Bufffalo and actually acted as a front organization to legitimize the flow of money from the CIA, to these facilities. The Human Ecology Society registered as a charitable organization with the New York State Department of Human Services in 1948.
In 1946, Cornell Aeronautics Laboratory funded the HE Society. Cornell Aeronautics’ Lab later became Cal-Span Inc. Advertising defines Cal-Span as specializing in “bioengineering and artificial intelligence“. They also work with tracking with sub-miniature telemetry devices. The HE Society was part of a group of testing institutions located in an area known as the “corridor”. This stretches from New York City to Montreal Canada and represents area in both countries, where this was occurring
Medical experimentation without the informed consent of the test subject is not legal. It violates the Nuremberg Code, the Wilson Directive and other laws. These tests were more than experimentation, they involved torture, sexual exploitation of children, psychological testing, including induced trauma, with the intent to cause harm. This was done to theoretically “fight” communism. Hypnosis and drugs were used during and after these tests, so that these children would not “remember” the experience. These intelligence agents and doctors did not want this information recounted or exposed in the pristine atmosphere of America, in the 1950’s and 60’s. The “Father Knows Best” atmosphere that characterized those years, would not have been an approving place, for these revelations.
Much effort and great care was taken that these children not “remember” and if they did, that there was someone from the agency or other agencies around them, to construct cover stories and other disinformational cover-ups, to stop the information from coming out. These were crimes committed on America’s children.
Many of the children in these tests are now mature adults. Many have recovered memories of this horrific abuse.
Psychological data and studies tell us that trauma, induced in children produces results that can survive into adulthood. For children not to “know” where this inner knowledge of trauma has originated, is not ethical and is an event that should not be supported by any agency or governmental entity. It needs to be dealt with. It was created by governmental agencies, and they need to accept responsibility in resolving these abuses.
A finding of the Church Senate Subcommittee in 1974, directed the CIA and military to find unwitting test subjects in these programs, notify them of what had occurred and if medical or psychological help was needed to deal with the after effects of this abuse, to provide it for them. This is in accordance with American principles of law and fair play. It would seem that reasonable and ethical people would agree, that this is what needed to be done.
In these Committee Hearings, there was agreement on this point, from heads of the CIA and military. Over fifty years later, no lists have been compiled of unwitting test subjects and no victims have been notified. This did not happen.
In middle age, often in the late 40’s or early 50’s, the body, itself, will “remember” traumatic events. It is an effort to “heal” and be its most healthy. Many MKUltra survivors have “remembered”. And this presents the dilemma we are presenting to you, today.
Keep The Ethical Light Burning, KELB, Inc. is a non-profit organization, formed for these survivors, of MKUltra Project tests, for their advocacy and to seek justice for these experiences that can and do, still impact victims. We deal with survivors and their memories.
Part of our mission is to work with government agencies to carry out this long neglected directive and American social issue, of the Church Senate subcommittee, that survivors be found and notified. We intend advocacy that these misdeeds be addressed and survivors have adequate care and protection. We believe education on nonconsensual experimentation is important to help insure that these events do not recur.
We have a core group of 70 members, across the country, from California to New York City. Our outreach membership is larger. We have professionals, in our group, who work with us, guide our efforts and provide their professional expertise in our work.
Many survivors have been carrying this pain, these tortuous memories for many years. Can you imagine how hard it must be to deal with these memories, with this understanding that the childhood that you remember, has a much darker side to it. The survivor carries those dark memories in him or her. We are just starting, the process of dealing with these abuses, healing and working for the safety and best situations for survivors. The story of Chris Denicola, who testified at the Radiation Hearings on MKUltra abuses is a good example of these abuses.
This letter is a letter of introduction. We are defining the problem, and our intentions for resolution. We are requesting your assistance as we begin our mission. Ethics in medicine, in science, in physics, in our government agencies, is such a vital imperative, for us now and in the future, as scientific capabilities, intensify.
